The ‘discussions’ that took place in the past was more beneficial to PRC than Tibet – ‘from a public relations point of view’. It’s taken us all these years to realize and admit that it was nothing more than being summoned to ‘have tea’. And we all know now what that means.

My personal responses to Phayul's questions.

1) The resignation of the envoys shows the dialogue process has failed & the Middle Way Proposal has failed to achieve any positive results since it was first introduced. China has rejected the 2008 Memorandum & some CCP leaders are considering eliminating ethnic regional autonomy from the PRC Constitution. I don't know what legacy the envoys will leave behind since China has denied the talks were about Tibet's political status & China is refusing to discuss Tibet's political status or future, only the conditions for His Holiness' personal return. I leave it up to history to decide their legacy.

2) I doubt the TGIE or His Holiness can say or do anything to get China to the negotiating table. Only int'l pressure will do that & right now it is clearly insufficient. China has no interest in dialogue & no interest in giving Tibet genuine autonomy or changing the status quo. As long as the CCP rules China, Tibet will never be free. But even if the dialogue resumes, what good is it if China does not act in good faith or refused to consider even the possibility of Tibetan self-rule?

3) I agree w/ Woeser that the next envoys, if any, should be born in Tibet & if possible speak Mandarin. If not, they need Tibetans fluent in Chinese as part of their staff in any talks. The envoys should make it clear they are here to negotiate Tibet's political status & nothing else & if China refuses, the Tibetan side should end the farce & not continue the dialogue.

With all due respects, i find it very strange to see that very few individuals in our society has became voice of Tibet. As prof.Samdong Rinpoche rightly mentioned that right to express is not reserved to few.

To disagree with Oser's opinion that the dialogue process with China has yield no result at all, i would urge that at least there was a matter to discuss. And diplomatically it was a very important message to world community.

@ Chapsi, what makes you think that the dialogue process that was reopened in 2002 was a success in itself? Simply because leaders like Kasur S. Rinpoche said so? At this point, we have the benefit of hindsight. We can make statements based on facts. And the fact undeniably is that the bloody Chinese were buying time for His Holiness to pass away and to deflect international criticisms, as the TYC President rightly pointed out—two important goals of the Chinese. So you should understand that it was not the Tibetan leadership that was able to bring their Chinese counterparts to the negotiating table. On the hand, it was the Chinese who invited our leadership to the negotiating table to achieve two of their important goals that I mentioned above. As a matter of fact, I am not sure if it is wholly accurate to use the term “negotiating table” because we now know that they were not negotiating anything about the interest of the six million Tibetans. In other words, there wasn’t any negotiation at all.

Subject: Give & Take to Humilation- 55 years

Gyalo Thondup has been the architect of Tibetan foreign policy since 1945. Eventually, after some 35 years of being the big boss, he conluded" we have to give something to get something". This was wehemently contested not only by Khampas and Amdos, - even by some Utsang leaders. End of the story for Gyallo.


Gyari Lodoe, groomd from childhood as his successor took the reign of Tibetan foreign policy. With an iron fist, he did what he liked. He faced had the tenacity to face uncceptable degree of humilation at the hand of Boesog Lekhung, yet he stuck to the lucractive post like a leech. End result; total failure without "even a single result". I agree.

Now have to start all over again- may be from where Gyallo left, a a begining

We too not surprise on resignation of these two gentlemen. Actually me and some of my friend felt cheated by two Special Envoy because each time their visit to Beijing for so many years, always announcing we are meeting them are negotiating and it not open for public, it seems like they are meeting Chinese counterpart but than last time they mention that they even didn't met the staff from counterpart office. So , so many years spending lots of expenses, and knowing that even they can't meet staffs from Chinese counterpart why they go all the time, Waste of money, time and loose trust of us. I feel good about their resignation.

Resignation of two Envoys was inevitable.Since H.H. has transferred his secular authority to elected leader it is in the jurisdiction of new Kashag who has complete authority in consultation of HH to appoint new envoy when required. Saying not even a single result is achieved out of nine rounds of dialogue meeting between two sides is blanket remarks.. opening of dialogue process in year 2002 itself is implicit outcome of dialogue..United Front Government negative on our Memorandum of Genuine autonomy have paved ways to move forward in future when dialogue is resumed. Our side should have unwavering confidence that sooner or later Beijing Leaders will be loosing time to resolve the Tibet issue for ever from this planet....
